Hey Salem,

Halloween season is officially rolling, and this weekend has range.

Friday and Saturday, the Northwest's top pro rodeo riders compete for season titles at the fairgrounds, right next door to a giant vintage market. Friday night, Ronan Baker debuts his ghostly "metaphysical musical" album inside Salem's Historic Grand, the theater that inspired it. And Saturday night, a live shadow cast acts out Rocky Horror in front of the Elsinore's big screen.

Keeping it free this week? The Westminster Festival of Fine Art fills a South Salem church with artists all weekend, and Black Joy Farm in Keizer welcomes volunteers Saturday morning.

If you missed Tuesday's issue, we dug into why Salem-Keizer is closing six schools. Catch up here. Tuesday night, the school board heard nearly two hours of public comment on that plan. A quick recap is below, before the fun stuff.

One ask this week: is your neighborhood, church or school throwing a trunk-or-treat or Halloween event? Hit reply with the when and where. I'd love to fit more of them into the next two issues, especially ones outside downtown.

🏫 What Happened at Tuesday's School Board Meeting

The Salem-Keizer School Board got its first full look Tuesday at the plan to close six elementary schools, then heard nearly two hours of public comment from more than 30 parents, teachers, neighbors and students. Nearly all of them asked the board to slow down, rethink the list or stop altogether.

The plan

  • Closing after 2026-27: Brush College, Candalaria, Cummings, Englewood, Liberty and Richmond.

  • Who's affected: About 1,400 students at those schools, plus roughly 540 more through boundary changes. That's about 5% of the district.

  • Middle and high school assignments mostly stay the same. Families at schools that stay open but shift boundaries can opt to stay, without district transportation.

Why the district says it's necessary

  • Enrollment is down about 2,600 students in four years, which Superintendent Andrea Castañeda put at roughly $26 million a year in lost state funding.

  • Do nothing, and 13 elementary schools would be under 300 students within a few years.

  • The buildings: no secure entry vestibules, no elevators in the three-story Englewood and Richmond buildings, radon mitigation at Candalaria, a cafeteria line up a steep ramp at Liberty.

  • Test scores were left out on purpose. Castañeda said academic results track too closely with family wealth to be a fair criterion.

What the public said

  • Candalaria: Some of the district's highest test scores. Families want academic performance added to the criteria.

  • Cummings: About $3.2 million in bond and grant upgrades since 2018, 270 students who walk to school, and a petition topping 1,000 signatures.

  • Englewood: Parents say the district's own math pushes Hoover over capacity.

  • The numbers: One parent found building capacities on the district's closure page are higher than in its facilities plan, making under-enrollment look worse than it is. Several cited a September video in which Castañeda estimated savings of about $1 million per school.

  • Latinos Unidos Siempre youth asked for a one-year pause.

Where the board stands

  • No vote yet. Several directors said consolidation is unavoidable given the numbers.

  • Director Satya Chandragiri framed the open question as whether these are the right six schools.

  • Director Karina Guzmán Ortiz said she feels "immense unease" about getting it wrong.

What's next

  • Listening sessions every night through Saturday. RSVP on the district's school closure page; walk-ins won't be turned away.

  • Tue, Oct. 20, 4–9PM: Board deep-dive and another public comment period.

  • Dec. 8: Closure vote.

  • February: Boundary decisions.

A few of you keep asking what I do besides What’s Happening Salem: I run a social media agency called Kite String Consulting. It started with me figuring it out every day and a handful of clients who told their friends. Now there’s a real machine over here.

Here’s what I believe: you’re already great at running your business. Posting about it just isn’t your job. Around Salem, the businesses that show up consistently — and sound like humans — are quietly lapping the ones winging it. That’s the gap we close: real photos and video, social run for you, on-brand, on your budget.

We know this town because we are this town.
